The
City of Pearland, Texas is hiring a
Fire Investigator.
DUTIES: Investigates hazard complaints,
(open burning, fireworks) illegal dumping,
environmental crimes, arson and abates
unsafe structures. Issues citations
and files charges with the District
Attorney as to above crimes. Assist
with fire investigations, inspections,
prevention and emergency management
as needed or directed. Enforce the fire
code, city ordinances and penal code.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
The essential functions of an Investigator
include, but are not limited to, the
following duties and responsibilities,
which are listed, in no particular order
of importance or significance:
1. Enforces laws and ordinances relating
to the City of Pearland's adopted fire
and life-safety codes.
2. Investigates cases of known and suspected
arson to determine the origin, cause,
and circumstances of fires. Investigates
hazard complaints such as open burning
and fireworks, illegal dumping and environmental
crimes.
3. Inspects commercial and residential
structures/properties/sites, etc., to
ensure compliance with laws, ordinances,
or rules and identifies conditions that
may endanger life or property.
4. Secures available materials or information
related to assignments.
5. Interviews or interrogates individuals,
takes statements or testimony and prepares
detailed reports including charts and
graphs.
6. Takes photographs and obtains evidence.
7. Works with private or public entities
as needed to conduct fire prevention
education meetings.
8. Enforces ordinances relating to illegal
dumping activities, environmental crimes
and abatement of unsafe structures.
9. Issues warnings and/or citations,
as appropriate, to those violating respective
ordinances.
10. Makes arrests, as appropriate, of
those committing the act of arson and
related crime(s).
11. Works with local and county prosecutor's
offices to ensure legal prosecution
of those found guilty of violating ordinances
and/or committing criminal acts related
to fire and environmental crimes.
12. Responds to call-out location within
a reasonable amount of time of receiving
call.
13. Assists with emergency management
activities as needed.
14. Monitors and keeps updated on local,
state and federal laws charged with
enforcing.
15. Communicates and works hand in hand
with other agencies, city staff, contractors,
and the general public to ensure all
responsibilities of the Fire Marshal's
Office.
16. Generates reports on all of the
above-described duties.
17. Assists with fire inspections and
fire fighting support activities as
directed.
18. Serves as "essential personnel"
and is required to remain available
for immediate call-in due to any natural
or man made disaster, or any other event
the Fire Marshal or City Manager deem
necessary.
REQUIREMENTS:
The minimum job requirements are as
follows:
1. High school graduate or equivalent
is required.
2. A minimum of one (1) year experience
as a fire investigator and environmental
crime investigation is preferred.
3. Valid, Class "C" Texas
Driver's License required.
4. Arson Investigator Certification,
and Basic Fire Inspector with the Texas
Commission on Fire Protection, required,
or the ability to obtain within one
year of employment.
5. Basic Peace Officer License from
the Texas Commission on Law Enforcement
Standards and Education is required.
6. Basic Structure Firefighter certified
from the Texas Commission on Fire Protection
is preferred.
7. Prior experience with Code Enforcement
(Environmental Crimes, Illegal Dumping,
abatement of unsafe structures) and
assisting in Emergency Management activities
are preferred.
8. Certified, as an Emergency Care Attendant
or EMT-basic from the Texas Department
of Health is preferred.
SALARY: $19.23/hour plus excellent benefits
