So Just Who Is Required to Take NIMS Training?

Everyone has been talking about NIMS or the National Incident Management System. Some will say that NIMS is just Incident Command with a new cover but that's a bit of an understatement, as NIMS is truly a system designed to deal with command and control issues from the most basic to the largest incidents such as Hurricanes Katrina and Rita.

The History of NIMS

On October 4th 2005, the Department of Homeland Security sent notification to every Governor that in accordance with Presidential Directive 5 (PDD-5) "Management of Domestic Incidents" all federal state and local agencies are required to adopt the National Incident Management System (NIMS) and train their personnel accordingly.

Beginning in FY 2007, which starts on October 1, 2006, all federal preparedness funding will be conditioned upon full compliance with the NIMS. By completing the FY 2005 activities as well as the FY 2006 activities outlined in this matrix, states and territories will have achieved what is considered to be full NIMS implementation by FY 2007.

So Just Who Is Required to Take NIMS Training?

Basically all entry level "first responders" and disaster workers that are
Federal/State/Local/Tribal/Private Sector & Non-governmental personnel to include the following "types" of personnel:

o Emergency Medical Service personnel
o Firefighters
o Hospital staff
o Law Enforcement personnel
o Public Health personnel
o Public Works/Utility personnel
o Skilled Support Personnel
o Other emergency management response, support, volunteer personnel at all levels


NIMS Required Training

"Entry Level" NIMS Training

o FEMA IS-700: NIMS, An Introduction
o ICS-100: Introduction to ICS or equivalent

Entry level NIMS training is designed for these types of personnel:

All Federal/State/Local/Tribal/Private Sector & Non-governmental personnel to include:
o First line supervisors
o Single resource leaders
o Field supervisors
o Other emergency management/response personnel that require a higher level of ICS/NIMS Training

"Mid Level" NIMS Training

o FEMA IS-700: NIMS, An Introduction
o ICS-100: Introduction to ICS or equivalent
o ICS-200: Basic ICS or equivalent

"Mid Level" NIMS training is designed for these types of personnel:

"Middle Management types"

All Federal/State/Local/Tribal/Private Sector & Non-governmental personnel to include:
o Strike team leaders
o Task force leaders
o Unit leaders
o Division/group supervisors
o Branch directors
o Emergency operations center and multi-agency coordination system staff

"Command level" NIMS Training

o FEMA IS-700: NIMS, An Introduction
o FEMA IS-800: National Response Plan, An Introduction
o ICS-100: Introduction to ICS or equivalent
o ICS-200: Basic ICS or equivalent
o ICS-300: Intermediate ICS or equivalent (FY07 Requirement)

"Command Level" NIMS training is designed for these types of personnel:

Command and General Staff from all Federal/State/Local/Tribal/Private Sector & Non-governmental agencies.
"Executive Command level" NIMS Training

o FEMA IS-700: NIMS, An Introduction
o FEMA IS-800: National Response Plan, An Introduction
o ICS-100: Introduction to ICS or equivalent
o ICS-200: Basic ICS or equivalent
o ICS-300: Intermediate ICS or equivalent (FY07 Requirement)
o ICS-400: Advanced ICS or equivalent (FY07 Requirement)

"Executive Command Level" NIMS training is designed for these types of personnel:

Senior ranking Command and General Staff from all Federal/State/Local/Tribal/Private Sector & Non-governmental agencies with the following personnel to included:
o Select department heads with multi-agency coordination system responsibilities
o Area commanders
o Emergency managers
o Emergency operations center and multi-agency coordination system managers
