Texas Department of State Health Services "Medical Special Needs Plan" Draft Needs Comments

Project Overview

Under Executive Order RP57, March 21, 2006, issued by the Governor of the State of Texas, the Department of State Health Services (DSHS) is tasked with developing a plan for dealing with medical special needs populations during a disaster including evacuation, sheltering, and medical support for shelters. To address this tasking, a draft Medical Special Needs Plan was developed to be used for the May 2006 Hurricane Evacuation Exercise, recognizing that modification will occur as we gain more knowledge and experience.

The Governors Division of Emergency Management's plan for evacuation and sheltering includes point-to-point shelter cities within a regional shelter hub concept. In keeping with this concept, DSHS identified five hub regional areas for medical special needs sheltering.
